Merlin Properties is facing growing local scrutiny over its €1.225 billion Zaragoza-WIND data centre project after chief executive Ismael Clemente met residents in Botorrita to answer questions about the development’s resource use and territorial impact.
The proposed facility is one of Merlin’s largest Spanish data centre projects. Official company material sets out 144MW of IT capacity on a 28.8-hectare site, with more than 156,000 square metres of built area and operations targeted from 2029.
Merlin says Zaragoza-WIND will combine wind and solar generation to achieve up to 87% renewable self-consumption before battery hybridisation. The company has also presented the project as a “zero water” development and says it is being designed for high-density AI workloads using liquid cooling.
The regional government has already granted the project a declaration of investment of regional interest with general interest for Aragón, giving it significant institutional backing. Merlin expects construction to involve around 5,000 jobs and has previously said the operating facility would support more than 500 highly skilled permanent positions.
Local acceptance is proving less straightforward. Clemente met residents in Botorrita for more than two hours this week, with Spanish reporting describing questions around water, thermal effects, possible expropriations, construction traffic, environmental impact, and the financial benefit expected to flow to the municipality.
Specialist Spanish data centre coverage put attendance at around 80 residents and reported a divided response. The meeting does not represent a formal planning refusal or a change in the project’s regional approval, but it demonstrates the level of local scrutiny that can follow when very large digital infrastructure is proposed in a small municipality.
Botorrita has fewer than 600 residents. A 144MW IT development is therefore an unusually large industrial intervention relative to the scale of the host community, bringing questions that extend beyond the internal design of the data centre.
Construction traffic, electrical infrastructure, land requirements, visual effects, tax revenues, employment, and water claims all become local planning and political issues. Developers may have regional or national support for digital infrastructure while still having to demonstrate in detail how projects will affect the communities immediately surrounding them.
The water issue is particularly sensitive because operators increasingly promote low- or zero-water cooling strategies as part of planning cases. Merlin’s stated zero-water approach and liquid-cooling design will therefore be tested against the engineering detail presented through the permitting process and the distinction between water used for IT heat rejection, domestic purposes, construction, and other site requirements.
The renewable self-consumption model is also unusually ambitious. Merlin says wind and solar generation associated with Zaragoza-WIND could meet 87% of consumption before battery storage is added. The site is linked to the Vientos and María substations, making the relationship between on-site generation, grid supply, and eventual storage central to the project’s energy design.
Regional authorities see data centres as part of Aragón’s industrial growth strategy, helped by land availability and renewable generation. Zaragoza has consequently attracted a growing pipeline of hyperscale projects. As those campuses become larger, however, the planning challenge is moving beyond simple approval of buildings towards the cumulative effect of electrical demand, generation infrastructure, land, construction activity, and community expectations.
The Botorrita meeting does not determine Zaragoza-WIND’s future, but it adds a local delivery risk that cannot be resolved by megawatt and investment figures alone. Merlin now has to carry its engineering and economic case through the remaining approvals while addressing residents who will experience the construction and operation of the project at close range.
