Norway data centres head for 11TWh power demand

Norway’s data centres could consume 11TWh annually by 2030, more than three times last year’s level, according to new estimates from Thema Consulting.

Norwegian data-centre electricity consumption could more than triple by 2030 as new capacity moves from development pipelines into the power system.

THEMA Consulting Group estimates that electricity used by Norway’s data centres will rise from around 3TWh last year to 11TWh in 2030, according to energy-market publication Montel. The consultancy expects consumption to increase further to 21TWh by 2040.

The projection gives a clearer measure of the load implications behind Norway’s rapid development pipeline. The country has attracted operators and AI infrastructure developers with a combination of renewable generation, relatively cool operating conditions, available land, and an established power-intensive industrial base.

Those characteristics do not remove the network consequences of adding large, continuous electrical loads. An 11TWh annual requirement would make data centres a substantial new source of demand in a Nordic electricity system that is also expected to support industrial electrification, transport, new manufacturing, and other energy-intensive projects.

The forecast arrives as Norwegian data-centre proposals are becoming larger and more concentrated around sites where power can be secured. Recent projects covered by DataCentral include Magnora and Blix’s planned high-density facility in Oslo.

The physical availability of low-carbon generation has long been one of Norway’s strongest selling points for data-centre development, but generation and usable connection capacity are not interchangeable. Large loads still require substations, transformers, transmission and distribution capacity, engineering resources, and a connection timetable that can match the construction programme.

That distinction becomes more important as individual campuses move into the hundreds of megawatts. A project can be located in a country with abundant renewable generation while still facing a local or regional network bottleneck that delays energisation or requires substantial reinforcement.

Data-centre operators are also competing for electricity with other industries that have been encouraged to locate in Norway because of its power system. Electrification projects, hydrogen and ammonia production, battery manufacturing, and conventional industrial expansion can all require large blocks of capacity. Decisions over which projects receive connections therefore have consequences beyond the data-centre market itself.

Thema’s projection also shifts the scale of the discussion from individual sites to national demand. Moving from 3TWh to 11TWh within the decade implies that data-centre electricity use would increase by around 8TWh annually in a relatively short period. Reaching 21TWh by 2040 would almost double consumption again from the 2030 level.

For developers, Norway’s attraction is unlikely to disappear. Cooler temperatures can reduce mechanical cooling requirements, renewable generation is already embedded in the power system, and the country has increasingly been targeted for AI and high-performance computing workloads that can tolerate greater distance from Europe’s largest population centres.

The constraint is increasingly the rate at which those advantages can be converted into dependable electrical capacity at specific sites. As the pipeline grows, connection timing, network reinforcement, and competition for power will determine how much of the announced capacity becomes operational — and how quickly.
