The Data Centres All-Party Parliamentary Group has opened an inquiry into whether the UK’s grid, planning, regulatory, and investment systems can support the next phase of data centre development.

The group is seeking evidence from operators, developers, utilities, investors, contractors, regulators, local authorities, researchers, environmental organisations, and communities. Written submissions will be followed by three oral sessions covering energy and competitiveness, planning and regional growth, and innovation and sustainability.

A final recommendations report is scheduled for December 2026. The APPG is an informal cross-party parliamentary group rather than a select committee, so its conclusions will not carry automatic regulatory or legislative force.

The grid inquiry begins with deliverability

The terms of reference place electricity infrastructure and international competitiveness at the centre of the evidence process. They ask whether connection procedures, electricity prices, market design, and broader energy policy allow Britain to compete for new capacity.

Several separate problems sit behind that question. Physical constraints require substations, transformers, cables, transmission lines, and construction. Queue congestion requires milestones and stronger testing of whether projects have land, customers, finance, and realistic delivery programmes. Wholesale and network costs arise from the wider electricity market and cannot be resolved through connection reform alone.

Load profiles also vary. A colocation building may add demand over several years as customers occupy individual halls, whereas a hyperscale or AI deployment can bring a large block of servers online within a narrow period. Network planners need credible ramp forecasts rather than a single ultimate capacity figure.

The inquiry can test how connection offers account for those differences and whether strategic projects should receive coordinated treatment. Any priority system will need safeguards against speculative applications carrying a national-interest label without the capital or customers required to proceed.

Evidence grounded in connection dates, reinforcement costs, curtailment assumptions, equipment lead times, and construction milestones will provide a clearer basis for reform than broad requests for more power.

Planning and environmental performance converge

The planning strand will examine whether national and local policies provide a predictable route for major developments. Data centres have become more visible in local decisions because of their size, concentrated energy demand, generator compounds, cooling noise, water use, and comparatively modest permanent employment.

A national framework could establish common expectations, but local conditions will continue to determine the outcome. A brownfield campus beside an existing substation presents a different planning case from a greenfield development requiring transmission corridors through residential or environmentally sensitive land.

Planning authorities also need enough technical capability to interrogate PUE, WUE, heat-reuse, renewable-energy, and resilience claims. A promise to reuse heat has little value without a customer, pipe network, funding, delivery date, and contract covering operation over the life of the facility.

The sustainability evidence session will examine energy, emissions, water, efficiency, and innovation. Useful submissions will distinguish annual renewable procurement from hourly supply, design efficiency from measured operating performance, and theoretical heat-reuse potential from delivered schemes.

Skills and supply chains run through every part of the inquiry. Britain has established consulting, contracting, manufacturing, commissioning, and operational expertise, yet simultaneous campus programmes can stretch experienced teams and expose dependence on imported transformers, switchgear, generators, and cooling equipment.

The group’s secretariat is supported by declared corporate sponsors, which are listed on its website. Publishing submissions, witness lists, session records, and the evidence behind each recommendation will help the final report carry weight beyond organisations already active in the sector.

Parliamentary attention to data centres has increased as their status has shifted from a specialist property and technology concern towards critical national infrastructure, industrial policy, and energy planning. The inquiry gives the sector a route to set out where projects stall and which body controls each constraint.

Recommendations will be most useful where they assign responsibility and separate near-term administrative reform from infrastructure that requires years of investment. Queue rules can change faster than a transmission network can be built, while planning guidance can improve consistency without creating the engineers and equipment needed to complete projects.

The December report will arrive as government, Ofgem, network companies, and local authorities are already reconsidering how large strategic loads should be assessed. Its influence will depend on whether it converts a broad list of sector frustrations into specific proposals with costs, owners, and realistic delivery periods.
