The UK government has granted planning permission for a 3MW data centre at the former Truman Brewery in east London after allowing four recovered appeals covering the wider redevelopment.
The facility will occupy a 5,200 sq m building on Grey Eagle Street. The Secretary of State issued the decision on 29 July 2026 after accepting the Planning Inspector’s recommendation that the appeals should be allowed, subject to conditions and planning obligations.
Tower Hamlets Council opposed the building’s scale, inactive frontage, public-realm effects, and relationship with the surrounding conservation area. Evidence submitted to the inquiry estimated that the data centre would support 15 full-time-equivalent jobs.
A small load with a large urban footprint
The government’s combined decision letter and inspector’s report describes a facility that is modest by current hyperscale standards.
At 3MW, the data centre is far smaller than the large campuses proposed around London and the South East. Its planning impact remains substantial because urban facilities need secure envelopes, extensive plant, service access, noise control, and limited glazing.
Those requirements can conflict with policies seeking active frontages, natural surveillance, pedestrian activity, and visual permeability. The council argued that the Grey Eagle Street and Calvin Street elevations would be largely windowless and that the building would have an overbearing presence.
The inquiry also considered whether the contribution to London’s data centre capacity justified using this particular site. The applicant relied partly on proximity to fibre routes and customers requiring low latency, while the evidence identified other employment and industrial areas that could accommodate similar facilities.
The project reached ministers after the application was recovered for central determination, placing a detailed local design dispute inside the government’s wider support for data centre growth and critical national infrastructure.

Consent does not settle delivery
The designation of data centres as critical national infrastructure added weight to the general need for capacity, but it did not override heritage, public realm, transport, and local amenity considerations.
The low employment density remained part of the planning balance. Data centres support construction, supply chain, engineering, and operational activity, although the number of permanent on-site roles is usually small compared with offices or industrial uses occupying a similar floor area.
Urban data centres can still serve workloads that require close proximity to network exchanges, financial customers, content platforms, and dense fibre routes. That requirement must be demonstrated for each site rather than inferred from London’s overall connectivity.
The decision establishes land-use permission, not an energisation date. A 3MW connection is modest beside the largest applications, yet central and east London networks still require detailed assessment of capacity, reinforcement, protection, and resilience.
Plant noise and heat rejection will require careful design in a dense neighbourhood. Mechanical equipment must operate continuously while meeting limits intended to protect nearby homes, workplaces, and public spaces.
Heat reuse may be considered during detailed design, but the presence of surrounding buildings does not create an automatic commercial case. Available temperature, distance to a heat network, seasonal demand, heat-pump requirements, and the cost of distribution determine whether recovery can operate.
Construction logistics will be constrained by the urban site. Delivery routes, working hours, crane operations, storage, and temporary plant must be coordinated with the wider redevelopment and surrounding streets.
The permission now moves the project into detailed design, condition discharge, utility work, procurement, and construction planning. Each stage can alter the delivery programme even after the principal land-use dispute has been resolved.
The decision does not create a general presumption that data centre demand outweighs local planning harm. It records a particular balance across several linked appeals, where the national requirement for digital infrastructure was weighed against a highly specific heritage and urban-design setting.
