A proposed 50MW data centre campus in Bromley has drawn early opposition, bringing London’s capacity pressure into direct contact with green belt land, environmental assessment, and local consent.

The scheme, reported by DatacenterDynamics, has been brought forward by Dare DC through an Environmental Impact Assessment screening request rather than a full planning application. The proposed site covers around 10 hectares of farmland between Cudham Lane North and Charmwood Lane, south of the A21 Sevenoaks Road.

Bromley Council members have requested a detailed environmental impact assessment before any full application proceeds. Early objections have focused on green belt development, visual impact, construction traffic, electricity demand, and whether a large data centre is suitable for the location.

The local site carries a regional argument

The Bromley proposal has emerged while London is consulting on planning policy that would allow data centres on some grey belt sites where wider infrastructure and environmental conditions are met. The policy debate is broad; Bromley gives it a site boundary, nearby roads, fields, residents, and a likely connection timetable.

A 50MW data centre is a substantial industrial load. The facility would need a firm grid connection, backup power arrangements, cooling plant, drainage, road access, security, and construction logistics. Those systems shape noise, traffic, visual impact, fuel arrangements, and long-term operating risk.

West London’s established clusters remain heavily constrained, while wider London and the surrounding counties are drawing more interest from developers chasing power and land. The commercial logic is easy to understand. Facilities need to be close enough to customers and networks, but not trapped by the most crowded substation and land markets.

The political route is harder. Green belt and edge-of-city proposals are judged against local consequences rather than regional cloud capacity forecasts. Communities are likely to ask how much employment is created, whether grid reinforcement affects other users, how much construction traffic is generated, what backup power is used, and whether the building’s scale fits the landscape.

Buildability has to be proven early

A detailed environmental impact assessment would force more of the project’s physical systems into public view. It should test construction effects, landscape and visual impact, ecology, noise, traffic, air quality, drainage, energy infrastructure, backup power, and cumulative effects. That scrutiny is not a peripheral hurdle; it is where the operational reality of the facility meets planning policy.

The reported prospect of a grid connection in 2028 will be central if the proposal advances. In a market where connection dates can stretch far into the future, a credible power route can make a site commercially attractive. It can also intensify public concern if the facility appears to be claiming scarce electrical capacity ahead of other uses.

London’s data centre debate is beginning to shift from abstract demand to site-by-site trade-offs. National policy may define data centres as critical infrastructure, but local planning committees still assess roads, noise, land use, ecology, appearance, and environmental mitigation.

The Bromley scheme may change significantly before any full application, and the primary planning documents should be checked before publication. Even so, the direction is clear. Data centre development around London is moving into land where planning arguments are more politically charged and where developers must explain more than megawatts.

A buildable project will need to show where the power comes from, how the facility will be cooled, what happens to rejected heat, how construction traffic is managed, and how the site can operate without imposing unacceptable local impacts. Without that evidence, the green belt argument will overwhelm the capacity argument.
