The Scottish Government has introduced a national notification requirement for data centre planning applications exceeding 50MW of power capacity, giving ministers earlier visibility of large projects and their potential infrastructure effects.
Under the direction, planning authorities must notify Scottish Ministers within seven days of validating an application above the threshold. The measure does not automatically transfer determination of every qualifying project to ministers, but it creates a formal mechanism for central government to monitor the pipeline and intervene where it considers wider issues justify doing so.
The government has simultaneously stepped further into several live cases. Public Finance Minister Hannah Mary Goodlad has recalled an appeal relating to a proposed data centre at Redheughs Avenue in Edinburgh, meaning ministers rather than an appointed reporter will make the final decision after receiving a report and recommendation.
Directions have also been issued requiring Environmental Impact Assessments for proposed developments at Wester Hermiston in Edinburgh and Auchtertool in Fife. The 50MW notification direction gives those individual interventions a more systematic policy context. Scotland is trying to develop a data centre sector around renewable generation and regional economic development, but the scale of some proposed campuses means electricity demand, network reinforcement, water, land, and climate consequences can extend well beyond the immediate planning site.
Local applications, national infrastructure
That tension is increasingly difficult to handle through planning decisions viewed only at local level. A single large data centre can become one of the largest electricity users in an area, potentially requiring new substations, transmission reinforcement, generation, or changes to network investment plans.
The planning authority considering the building is therefore only one part of the infrastructure chain. Grid connection, environmental assessment, water availability, transport, construction supply chains, and the source of electricity all affect whether the project can be delivered in the form originally proposed.
National monitoring gives ministers a clearer picture of the aggregate pipeline rather than evaluating each project in isolation. That is particularly important if several developments are competing for capacity on the same regional electricity system or making similar claims around renewable power and economic benefit.
The new direction does not itself answer how Scotland will prioritise those competing claims. Nor does a 50MW threshold necessarily capture every project with a material local effect. It does, however, identify the point at which the government believes data centre power demand is sufficiently significant to justify routine ministerial visibility.
Developers will also face greater scrutiny over public benefit. Large campuses can bring construction spending, business rates, grid investment, and skilled employment, but the permanent headcount is often modest relative to the electricity and land required. Planning arguments are therefore increasingly likely to examine what additional infrastructure is funded by the developer and what benefits remain in the surrounding community.
The direction arrives as Scotland’s data centre strategy moves from high-level ambition into project-level decisions. Renewable generation can make the country attractive to power-intensive computing, but available generation does not automatically equal an available grid connection at the required location and date.
By requiring notification within seven days, ministers are effectively moving oversight closer to the beginning of the planning process. The practical test will be whether that produces faster coordination between planning, energy, environmental, and infrastructure decisions, or adds another layer of uncertainty to projects that are already navigating long development timelines.
