Planning approval for two proposed Equinix data centres near Cape Town International Airport is under appeal, with campaigners challenging the level of scrutiny applied to their electricity, water, emissions, and wider infrastructure requirements.

The proposed development at King Air Industria covers about 122,500 sq m and has previously been associated with roughly 170MW of potential electricity demand if built at the contemplated scale.

Housing Assembly and technology-justice organisation Foxglove have appealed against the land-use approval, arguing that rules designed around warehouse-style industrial development do not adequately capture the operating profile of hyperscale data centres.

The distinction is significant. A large data centre may resemble a warehouse externally, but its infrastructure is dominated by continuous electrical demand, cooling systems, generators, fuel storage, network equipment, and resilience requirements rather than the movement and storage of goods.

At around 170MW, the prospective electrical load would make the development a major industrial energy user. Its effect on the network would depend on the final connection agreement, phasing, generation availability, reinforcement requirements, and the amount of capacity ultimately constructed.

The project has not yet reached that level of engineering definition. Equinix has said it acquired the land but had not submitted the detailed site development plan that would establish the final design.

That gap sits at the centre of a recurring planning problem for large data centres. Authorities can approve a broad land use before cooling, power, generator, and water systems are fixed, but those systems determine much of the project’s environmental and infrastructure impact.

Requiring a complete engineering design before land-use consent can also be impractical. Developers may be reluctant to spend heavily on detailed facility design while the underlying right to develop the site remains uncertain.

The appeal tests where authorities should draw that line.

Water is one of the disputed areas. Data-centre consumption varies considerably by cooling architecture. Evaporative systems can consume substantial volumes under some conditions, while closed-loop and air-cooled approaches can reduce direct use but may alter electricity consumption and heat-rejection performance.

Backup power also requires site-specific information. A large campus can contain multiple generator sets, fuel storage, and associated emissions-control equipment even if those generators operate mainly during testing and grid outages.

Cape Town’s recent history makes the resource questions particularly sensitive. The region has experienced severe drought and water restrictions, while South Africa’s electricity system has spent years dealing with generation shortages and load shedding.

Those conditions do not automatically make a new data centre unsustainable. A major customer can support investment in generation, storage, and networks, particularly where developers fund new infrastructure directly.

The allocation of those costs and benefits is nevertheless important. If a project requires infrastructure that would not otherwise be built, regulators and planners have to decide how much should be paid by the developer and how much can reasonably be shared across the wider system.

That is why the Cape Town case has relevance to European markets despite its location. Planning authorities in the UK and continental Europe are confronting the same shift as proposed facilities move into load ranges normally associated with heavy industrial infrastructure.

Large data-centre developments increasingly cross several regulatory regimes simultaneously: land use, electricity connections, water, backup generation, environmental assessment, and, in some cases, new transmission infrastructure.

The appeal does not establish that the two Equinix facilities will be built at the maximum scale cited, nor that all of the impacts alleged by opponents will occur.

It does highlight a more general problem. When data-centre planning decisions are made before the resource profile is fixed, authorities have to decide how much uncertainty they are prepared to leave for later technical approvals.
