North Holland is preparing to reconsider its data centre policy after the provincial assembly unanimously backed a motion calling for tighter rules following concern over the water demand of a new Equinix facility in Amsterdam.
The Provincial States approved the motion on 7 September, asking the provincial executive to develop proposals for strengthening the region’s data centre strategy. The decision was published the following day.
The immediate trigger is a planned Equinix data centre that the province says will consume around 1.1 billion litres of drinking water each year. That figure has sharpened concern over whether existing controls adequately capture the resource requirements of new large facilities.
North Holland has maintained a dedicated data centre strategy since 2022 and updated it in 2025. The policy already imposes restrictions covering factors including water consumption and land use, but the provincial authority said elected members had nevertheless been surprised by new large developments.
The unanimous vote therefore moves the issue beyond scrutiny of an individual site. It creates a process for reassessing the regional framework governing future data centre development and potentially tightening the conditions projects must satisfy.
DataCentral reported in August on the scrutiny surrounding the Equinix proposal as its projected drinking-water requirement became public. The latest decision represents a material political escalation: provincial legislators are now asking whether the policy itself needs changing rather than simply challenging the specifications of one project.
Water use has become a more prominent constraint for European data centres as operators deploy larger computing loads while municipalities face competing demands on potable supplies. The impact varies sharply by cooling design, climate, site configuration, and operational strategy, making headline consumption figures difficult to compare without information on IT load, annual utilisation, cooling technology, and whether alternative water sources are available.
That does not remove the planning problem. Where a facility expects to consume drinking water at very large scale, local authorities have to weigh that requirement against housing, industry, agriculture, environmental needs, and future water-security conditions. Those trade-offs can become especially difficult where policy was written before AI-oriented capacity began accelerating projected campus sizes.
The Netherlands has already taken a more interventionist position on hyperscale development than several neighbouring European markets. National and provincial controls have focused on the physical footprint and resource impact of very large sites, reflecting concern over the relationship between the economic benefits of data centres and the electricity, water, and land they require.
Amsterdam remains one of Europe’s most important connectivity markets, but its history of restrictions shows that network density does not automatically translate into unrestricted facility growth. Operators increasingly have to demonstrate that projects fit within local infrastructure limits as well as satisfy customer demand.
The North Holland motion does not itself establish new rules, and the provincial executive must first return with a proposal. The scope of any change — and whether it affects projects already in development — has not yet been set out.
For Equinix and other operators considering future capacity in the province, the next stage will be the substance of that policy proposal. The key question is whether North Holland chooses incremental adjustments to existing water and land controls or uses the review to impose materially tighter limits on how large data centres can be designed and supplied.
