GARBE.DC is pursuing a data centre development in Leopoldsdorf, south of Vienna, potentially creating a second large digital-infrastructure project in the municipality alongside a previously approved CloudHQ scheme.

The GARBE.DC proposal remains at an early stage. Neither IT capacity nor capital expenditure has been disclosed, and local reporting indicates that the land still needs the appropriate special-purpose data centre zoning before construction can proceed.

Leopoldsdorf mayor Fritz Blasnek has confirmed the project publicly. The site is reported to be only a few hundred metres from the proposed CloudHQ facility, creating the possibility of a small data centre cluster immediately south of the Austrian capital.

CloudHQ’s separate project has already passed the local council and is expected to begin construction in 2027. The proximity of the two schemes does not mean they share infrastructure, but it raises the importance of local power capacity, road access, planning, and cumulative environmental effects.

For GARBE.DC, the project fits a development model built around identifying land, securing power and planning, and de-risking sites for operators and capital partners. The company is the data centre arm of European property group GARBE and works with hyperscalers, operators, investors, and landowners.

A cluster still waiting for hard numbers

The lack of a disclosed power figure is currently the largest gap in the Leopoldsdorf proposal. Data centre developments increasingly need to demonstrate not simply that suitable land exists but that electrical capacity can be secured at a scale and timetable compatible with the intended construction programme.

That issue becomes more pronounced when multiple projects emerge in the same municipality. Two large developments can place overlapping demands on high-voltage grid infrastructure, construction labour, transport routes, water or heat-rejection systems, and local planning resources even if each individual site is technically viable.

At the same time, clustering can have advantages. Fibre routes, specialist contractors, maintenance providers, and potentially heat-reuse networks become easier to support once a market reaches sufficient scale. Established data centre locations elsewhere in Europe have often developed in precisely that way.

Vienna is smaller than Frankfurt, London, Paris, or Amsterdam as a data centre market, but it occupies an important position between western and Central and Eastern European networks. Additional capacity around the Austrian capital can serve local enterprises while also supporting regional connectivity and sovereign hosting requirements.

GARBE.DC has not announced a tenant, operator, detailed planning programme, or cooling strategy for Leopoldsdorf. Until those elements emerge, the scheme should be treated as a site-development opportunity rather than committed capacity.

The next significant milestone is likely to be planning and zoning rather than construction. A successful change to the required land designation would move the project closer to detailed design, while disclosure of the proposed electrical load would make it possible to assess its scale against the neighbouring CloudHQ development.

For now, Leopoldsdorf has the beginnings of a data centre cluster but only one of the two projects has passed the local council. GARBE.DC’s proposal adds another developer and another potential load to the municipality; power, zoning, and a defined delivery programme will determine whether that pipeline becomes physical capacity.
