The Scottish Greens will force a Holyrood vote on Wednesday on pausing hyperscale data-centre applications, moving Scotland’s capacity debate into another direct parliamentary test.

The party plans to use opposition business to seek a moratorium on applications above 50MW while Scotland develops a national data-centre strategy and stronger criteria for assessing large projects.

The vote is a new procedural development in an argument already well established at Holyrood. DataCentral has previously covered MSP scrutiny of hyperscale development and investor opposition to a broad moratorium.

The Greens say the first 24 proposed projects in Scotland could collectively require electricity equal to around 1.5 times the country’s current peak demand if all were delivered.

That figure aggregates proposed capacity rather than predicting simultaneous operational consumption. Large projects frequently change size, are built in phases, or fail to reach construction because of power, planning, financing, or customer constraints.

Connection pipelines still matter because utilities and system planners have to account for prospective demand before every project’s eventual outcome is known. A large volume of speculative applications can therefore affect network planning even when only a proportion is ultimately built.

The Scottish Government has already introduced requirements for councils to notify ministers about data-centre applications and has said it intends to publish a strategic approach to responsible data-centre investment.

The Greens argue those measures do not go far enough and want applications paused until Scotland has clearer national policy, including environmental assessment requirements and criteria for what should qualify as an acceptable or lower-impact facility.

A 50MW threshold would require precise definition. Planning documents can describe IT load, grid connection capacity, or whole-site demand differently, while multi-building campuses are commonly split into several construction phases.

Without a consistent measurement basis, similar projects could fall on different sides of a threshold simply because developers describe capacity in different ways.

Environmental assessment is also more complex than a single electricity number. A project can procure renewable power but still create a large peak load in a constrained part of the network. Another site might require substantial electricity but locate close to generation, fund its own reinforcement, or provide flexibility through batteries and demand management.

Cooling systems create similar variation. Direct water consumption depends strongly on mechanical design, while higher-density AI equipment is changing both liquid-cooling requirements and the design of external heat-rejection plant.

The economic argument has its own trade-offs. Data centres can bring construction work, business rates, network investment, connectivity, and strategic computing capacity, but operational employment is relatively limited compared with the scale of land and power used by very large campuses.

That increasingly makes connection policy a question of resource allocation. Where transmission capacity is scarce, policymakers have to consider whether all major loads should be processed on the same basis or whether readiness, flexibility, strategic value, or wider economic benefits should affect priority.

Scotland’s large renewable generation base makes it attractive to developers seeking lower-carbon electricity, but the presence of generation does not guarantee that sufficient capacity can be delivered to a particular site. Network constraints and reinforcement remain separate engineering problems.

The Wednesday vote will not itself determine the fate of Scotland’s development pipeline. Its practical effect will depend on the wording agreed by MSPs and how ministers respond through planning policy and national guidance.

It will, however, force parties to take another explicit position on whether hyperscale applications should continue progressing while Scotland develops the policy framework intended to govern them.
