The Scottish Parliament has debated the environmental and infrastructure implications of proposed hyperscale AI data centres across Central Scotland and Lothian West, bringing diesel backup generation, power demand, air quality, water use, and planning policy into the chamber.
The members’ business debate on 3 September followed a motion naming projects or proposed developments around Ravenscraig, Larbert, Newhouse, West Calder, and communities close to the Chapelhall AI Growth Zone proposal.
The motion raised concerns that large data centres could rely on diesel generators to support round-the-clock operations, with associated nitrogen oxide emissions, and argued that cumulative effects on air quality, emissions, green space, and energy costs require greater scrutiny. It also noted that Scotland’s National Planning Framework 4 does not define the term “green data centres”.
The debate did not create a new planning rule, halt development, or impose a moratorium. It does, however, put pressure on the Scottish Government to explain how rapidly growing data centre proposals should be assessed where several facilities are seeking large electricity connections in the same broad region.
That cumulative question is particularly difficult for planning systems designed to assess individual applications. A single data centre can be evaluated for noise, emissions, traffic, landscape impact, water, and backup generation. Several large campuses in the same electricity and water networks can create a different infrastructure problem even if each project meets its own site-level conditions.
Backup generation was one of the most visible points of contention. Diesel generators in modern data centres are ordinarily installed for resilience rather than continuous primary generation, but very large campuses can contain substantial fleets. Their planning implications therefore depend on testing regimes, expected operating hours, emissions controls, and whether any project intends to use on-site generation beyond emergency operation.
The motion’s wording reflects that distinction imperfectly by referring to generators supporting 24/7 operation. A resilient data centre does require the capability to maintain service through a grid failure, but that does not necessarily mean diesel plant runs continuously. The relevant planning issue is the scale and expected operating profile of the backup system, not simply whether generators appear on a site plan.
Members also discussed electricity and water consumption, material use, community effects, and the need for a national framework. The Parliament’s Climate Action Committee has separately agreed to undertake work on data centres, adding another route through which environmental and infrastructure policy could be examined.
Calls during the debate included a proposal for an immediate pause from individual members, but no such pause was adopted by the Parliament. The debate concluded without a question being put, leaving existing planning processes in place.
Much of the policy pressure is likely to fall on definitions and evidence. A label such as “green data centre” does little regulatory work unless it is tied to measurable requirements covering energy source, efficiency, water, backup generation, heat reuse, construction, and operating emissions. A facility can perform strongly against one of those measures and poorly against another.
Scotland’s appeal to developers includes renewable generation, land, and cooler climatic conditions, but those advantages do not remove local grid, planning, environmental, or community constraints. Large new loads still have to connect to the electricity system, and resilience systems still require physical plant and permitting.
The September debate leaves existing planning processes in place. Its immediate consequence is political rather than statutory: MSPs have put the cumulative infrastructure and environmental effects of hyperscale development on the parliamentary record, while committees and ministers face further pressure to define how those effects should be assessed.
