Helios Nordic Energy has started planning a large data centre development in Tervola, Finnish Lapland, with an initial study area covering approximately 860 hectares.

The project company, Helios 1 Cranberry Oy, has submitted a zoning initiative to the municipality for land in the Koivu area, roughly 20 kilometres from Tervola’s municipal centre. The proposal is at an early stage and no data centre capacity has yet been disclosed.

The municipality said the suitability of the land will now be assessed through zoning and an environmental impact assessment process. A Fingrid transmission line crosses the area, while a new Louepalo substation is planned nearby and is intended to provide the connection point for the development.

Those grid features explain much of the site’s appeal, but they should not be read as equivalent to secured data centre capacity. A transmission corridor and proposed substation create a credible power pathway; the eventual project still needs connection studies, available capacity, technical agreements, planning approval, and the infrastructure required to move hundreds of megawatts if the scheme develops at hyperscale.

The size of the planning area is also considerably larger than the physical footprint normally required for data halls alone. An 860-hectare study boundary can accommodate electrical infrastructure, buffers, construction areas, roads, drainage, landscaping, and environmental mitigation, while preserving optionality as the project moves through assessment.

Helios has developed its business primarily around large renewable-energy projects. The company became part of VINCI in 2024 and has more than 100 energy developments at various stages across the Nordic region. Its move into data centres reflects a wider convergence between power development and digital infrastructure, particularly in Nordic markets where site viability increasingly starts with access to electricity.

Finland’s appeal is built around a combination of relatively cool ambient conditions, extensive low-carbon generation, grid infrastructure, available land, and growing fibre connectivity. Those advantages have helped attract both hyperscale operators and newer AI infrastructure developers, but rising project numbers also increase pressure on substations, transmission investment, local planning resources, and construction supply chains.

Tervola’s proposal remains well before that delivery stage. The environmental assessment will have to consider effects on land, ecology, water, transport, landscape, and surrounding communities, while the zoning process will determine what portion of the large initial area can actually support development.

The municipality is promoting the project partly as a route to use locally generated renewable electricity and broaden its economic base. Data centres can bring substantial construction spending and tax revenue, but permanent employment is generally much lower than during the build phase, making the final scale and operating model important to the local-benefit case.

Power will remain the decisive technical question. Large AI and cloud facilities have relatively continuous load profiles, so proximity to renewable generation does not by itself provide the firm electricity required for uninterrupted operation. Developers still need a grid connection, balancing arrangements, redundancy, backup power, and an energy procurement structure capable of covering periods when local renewable output is low.

Helios has not yet published those details for Tervola. The immediate milestones are therefore procedural rather than construction-led: zoning, environmental assessment, definition of the actual project footprint, and clarification of how much capacity can be connected through the proposed Louepalo substation.

The project should be treated as a substantial site-development proposal rather than committed capacity until those steps are completed. In a Nordic market increasingly full of large data centre announcements, the usable megawatts behind an 860-hectare boundary will ultimately matter more than the land figure itself.
