European electricity-security officials have warned that power conditions across Central and South-East Europe are likely to remain tight in the coming weeks as persistent heat and record-low water levels put pressure on both generation and demand.

The European Commission’s Directorate-General for Energy convened an ad hoc meeting of the Electricity Coordination Group with EU countries, the European Network of Transmission System Operators for Electricity, Regional Coordination Centres, and the Energy Community Secretariat.

The group concluded that electricity security remains stable and that there are no short-term adequacy risks. It nevertheless expects the system to stay under pressure, extending a period in which high ambient temperatures and drought have affected parts of Europe’s generation fleet and raised electricity demand.

Water has become a central part of the problem. The group specifically highlighted the need to preserve Danube flows when national measures are considered to raise water levels in support of power generation.

It also emphasised the role of cross-border coordination and the single electricity market in moving electricity towards countries where it is most needed. That becomes more important when the same weather pattern is affecting multiple national systems at once.

For data centres, the situation creates two linked forms of exposure. Hotter air generally increases the work required from cooling systems, particularly at facilities relying heavily on mechanical refrigeration. At the same time, extreme heat and low river levels can constrain parts of the generation system supplying those facilities.

DataCentral reported earlier this week that the current heatwave has been turning data centre cooling into a larger grid load, narrowing some of the efficiency advantage normally available during milder operating conditions.

The Commission has not identified data centres as a cause of the current regional tightness, and there is no evidence that facilities face an immediate power shortage. The relevance lies instead in how weather changes the operating assumptions around a large, continuous electrical load.

A data centre cannot simply switch off during a hot afternoon because the regional power system is stressed. Operators can use batteries, generators, demand-response arrangements, workload management, or other forms of flexibility, but the available options depend heavily on facility design and customer requirements.

Cooling can also become less forgiving as outside temperatures rise. Air-cooled chillers and dry coolers operate against a higher ambient temperature, while evaporative systems may face their own water constraints in drought-affected areas. Facilities designed around local climate assumptions therefore have to be tested against more frequent periods at the edge of those assumptions.

The problem is wider than an individual data hall. Low river levels can affect hydroelectric output, cooling arrangements at thermal and nuclear plants, fuel transport, and other parts of the electricity system. Heat can simultaneously increase conventional cooling demand across homes, offices, industry, and digital infrastructure.

That combination makes resilience planning increasingly regional. A facility may have redundant utility feeds and on-site generation, but those systems still sit inside a wider fuel, transmission, and environmental context.

The Electricity Coordination Group’s current assessment remains reassuring on immediate adequacy. Supply is stable, electricity can continue flowing across borders, and the Commission is maintaining coordination with transmission operators and neighbouring systems.

The warning is in the duration. If tight conditions persist for weeks rather than hours, operators and grid companies have less room to treat them as an isolated peak event. Data centre design is increasingly having to account not only for equipment failure inside the fence, but also for prolonged stress on the electricity and water systems outside it.
